It’s unfortunately a complicated situation…your theory that the neuroma possibly isn’t causing the tinnitus as the tinnitus has worsened makes sense, and the fact that it changes with jaw movements too. Pulsatile tinnitus (where you hear your heartbeat, often as a whooshing sound) is common with IJV compression; mine disappeared almost completely after surgery, but non-pulsatile tinnitus doesn’t always resolve with surgery, it’s a stubborn symptom unfortunately!
So having surgery could resolve some of your jaw and neck pain, and if you have symptoms of IJV compression it might help with those (head pressure, off-balance/ drunk feeling, dizziness, head and ear pressure, do you have these?) , hopefully the pulsatile tinnitus, but possible not the somatic tinnitus.
If you have IJV compression, the best doctors to see are Dr Costantino in NY, Dr Lui in NJ, Dr Cognetti in PA, Dr Nakaji in AZ or Dr Hepworth in CO, although some doctors have quite a long wait…

The doctor you saw about surgery who mentioned the facial nerve sounds experienced, the facial nerve is extremely delicate and so can be damaged in surgery, it’s usually monitored ( and that’s something to ask about), but if there is facial paralysis after surgery this usually resolves quickly, and there are exercises to do which help.
Unfortunately there’s no sure fire way to tell if it is the styloids causing symptoms for sure, if you’ve had bilateral IJV compression confirmed & elongated styloids confirmed that’s probably as good as it will get…
